After drilling the pilot hole, use a device called bolt extractor, which is a tapered, left-handed tool that grips the inside of the hole. As you turn it counterclockwise, it should catch and unscrew the bolt.

That works if it’s loose. Good luck on a seized bolt, especially on heavy equipment. Nothing beats extractor rod. I’ve destroyed hundreds of extractor bits, reverse spiral and square tapered. Never had a problem using extractor rod. It applies heat, and builds a longer bolt shaft to weld a nut to for easy extraction. Never fails.
