Fairfax County police said the body of Carmen Lizet Puch, 42, of Reston, was found by a jogger Monday just before 7 a.m. in the parking lot along Georgetown Pike near Old Dominion Drive. 7News is pressing police for more information on the investigation. A Maryland family is mourning the loss of a husband and father after police say a 58-year-old man was killed by a stolen vehicle allegedly driven by a 13-year-old. Investigators identified the victim as Vance Payne, a father of five who was driving to work when the crash occurred. According to authorities, the stolen vehicle was carrying seven children, all 15 years old or younger, including the alleged driver, who was not legally old enough to have a driver's license.
