In January 2026, a small wooden fishing vessel disappeared off the coast of Ecuador, in the same stretch of open ocean where the United States has conducted strikes on alleged drug-trafficking boats as part of Operation Southern Spear. U.S. officials deny that the boat’s crew were victims of a U.S. strike, but analysis and interviews conducted by CFR expert Will Freeman have raised doubts about their claims. In a survey, CFR asked members of the Society for Historians of American Foreign Relations what they considered to be the best and worst foreign policy decisions in U.S. history. They ranked the creation of the Bretton Woods system in July 1944, which established the International Monetary Fund and World Bank, as one of the best.
