China urges Japanese authorities to make clean break with militarism to win trust Chinese Foreign Ministry spokesperson Guo Jiakun on Wednesday urged Japanese authorities to earnestly abide by the international obligations confirmed in the Japanese Instrument of Surrender, face up to history, make a clean break with militarism, and win the trust of its Asian neighbors and the international community through concrete actions. Guo made the remarks at a regular media briefing when answering a question about China's position on the "Enemy State Clauses" in the UN Charter. On Sept. 2, 1945, the Japanese government formally signed the Instrument of Surrender and accepted all the provisions of the Potsdam Proclamation, confirming the nature of the war of aggression launched by Japanese militarism, he said. "This historical conclusion must not be tampered with, still less should the post-war international order be challenged," Guo said, adding that the "Enemy State Clauses" remain in the UN Charter to this day, and the relevant provisions, including Articles 53, 77 and 107, remain valid as well. Guo said these clauses constitute special institutional arrangements concerning the defeated countries of World War II, aim at preventing them from once again posing a threat to international peace and security, and provide important institutional safeguards for upholding the post-war international order. "Japan joined the UN on the premise that it acknowledged the crimes of militarism and accepted the UN Charter in its entirety," he added. Guo said that the Japanese authorities not only avoid addressing their historical responsibilities, but also pay homage to Class-A war criminals of World War II, distort and whitewash the crimes of aggression, accelerate remilitarization, seek to revise the pacifist Constitution, antagonize almost all of their neighboring countries, openly interfere in other countries' internal affairs, and even issue threats of force. "The 'gray rhino' of Japan's 'new militarism' is charging toward us, once again posing a threat to peace and stability in the Asia-Pacific. Chinese President Xi Jinping has ordered all-out efforts to search and rescue people who are missing after a mudslide in Nepal caused casualties at Gyirong border port in southwest China's Xizang Autonomous Region on Wednesday morning. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, called for efforts to evacuate residents at risk and provide timely medical treatment to the injured to minimize casualties. He made the instructions after a mudslide occurred at around 10:30 a.m. on August 26 in Nepal, which caused severe casualties and left people unaccounted for at Gyirong border port in Gyirong County. Xi also stressed the need to strengthen monitoring and early warning, ensure scientific rescue operations and guard against secondary disasters. Noting that China is currently in a critical period of flood control, he urged local authorities and relevant departments to prepare for worst-case scenarios and extreme situations, fully implement measures for flood and typhoon prevention, and step up efforts to identify and address potential risks and hazards. He demanded resolute action to prevent major and catastrophic disasters and accidents and safeguard people's lives and property. Chinese Premier Li Qiang also issued instructions, calling for an immediate verification of the number of the missing and affected people and for all-out rescue and relief efforts. Li Qiang, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, instructed the Chinese Foreign Ministry to strengthen communication and coordination with relevant countries, promptly share information and work together to properly handle rescue and relief efforts. Vice Premier Zhang Guoqing, also a member of the Political Bureau of the CPC Central Committee, led officials from relevant departments to the site to guide rescue and disaster-response operations. Authorities in Xizang have mobilized forces to carry out search and rescue operations. China activates emergency response after mudslide hits Xizang border port Chinese authorities have launched full-scale rescue operations after a mudslide in Nepal caused severe casualties at China's border port of Gyirong in southwestern Xizang Autonomous Region on Wednesday morning. China’s Ministry of Natural Resources activated a Level-II emergency response for geological disasters, the second-highest in China's four-tier emergency response system, and dispatched a working team to the stricken site to guide rescue operations and prevent secondary disasters, sources with the ministry said. China’s National Commission for Disaster Prevention, Reduction and Relief, together with the Ministry of Emergency Management (MEM), activated a Level-II emergency response for disaster relief, and helped allocate 30,000 central relief supplies including tents, stoves, clothing and quilts, folding beds and moisture-proof mats to support the evacuation, resettlement and relief work. China’s Ministry of Finance and the MEM also allocated 120 million yuan (about 17.69 million U.S. dollars) in central natural disaster relief funds to support Xizang in carrying out emergency rescue and disaster relief work. Meanwhile, China’s National Development and Reform Commission earmarked 100 million yuan in central budget investment to support the post-disaster emergency recovery and reconstruction efforts. The disaster has cut off roads leading to the port on the Chinese side, as well as communications and power supplies, according to the emergency management bureau of Gyirong County in the city of Xigaze. All-out Rescue, Relief Efforts after Mudslide Hits Border Port in Xizang The Chinese PLA Western Theater Command dispatched a directing group to the Xizang Autonomous Region in southwest China on the morning of August 27 to coordinate the military forces’ joint rescue operations in mudslide-hit Gyirong County. The Chinese military responded immediately following the disaster, mobilizing multiple rescue forces to the affected area to assist in road clearance, disaster assessment, search and rescue operations, and relocation of affected residents. The dispatched directing group will assume unified command over all military rescue forces, with the aviation, medical, transportation, and engineering troops fully prepared for timely rescue operations when they are needed. Four Key Questions on Gyirong Mudslide in China’s Xizang A mudslide that began on the Nepalese side of the border on the morning of August 26 hit the Gyirong Port area in Gyirong county, Shigatse (Xigaze), Xizang autonomous region, leaving five people dead and 558 remained missing as of 3 p.m. on Friday. Rescue work is continuing. How have rescue operations progressed? Gyirong township lies on the southern slope of the Himalayas, bordering Nepal. Its steep terrain and narrow valleys have made rescue operations extremely difficult. Rescuers said mud in the core disaster area was more than 1.5 meters deep, while possible ground subsidence further slowed the movement of personnel and machinery. The mudslide also destroyed sections of the river valley. Multiple rescue forces have been sent to the front line. Forces from the Chinese PLA Xizang Military Command, armed police force, fire and rescue teams, the China Search and Rescue Team and China Anneng Group - which specializes in the engineering element of rescue operations - have joined the operation. Shigatse has activated a Level I emergency response for natural disaster relief. What caused the disaster? Experts at the Ministry of Natural Resources said the disaster was triggered by the collapse of a high-altitude glacier in Nepal. The falling ice rushed downhill at high speed, sweeping up moraine deposits and turning into a debris flow. It then entered the Donglin Zangbo River, forming a mudslide that struck Gyirong Port and continued downstream through the canyon. The debris flow moved at an estimated speed of about 50 meters per second and affected an area more than 20 kilometers away. Rescuers said the terrain encountered by the mudslide as it rushed downstream did little to slow or absorb its force, making its impact especially destructive when it reached Gyirong Port. They said the disaster originated in a high-altitude, complex mountainous area of Nepal, where source-area inspections are difficult and early warning signs are hard to detect. Gyirong Port is a major trade channel between China and Nepal, with concentrated personnel, buildings and business activities. Rescuers said casualty figures may be higher because the disaster occurred during daytime working hours. What challenges do rescuers face? Rescuers said the main challenges are unstable terrain, damaged roads, poor weather and disrupted communications. Local authorities said a barrier lake had formed upstream after the ice collapse, posing a threat to downstream rescue work. Mudslides were still occurring near Langdang Snow Mountain, and drones were being used to monitor the lake because of fast-flowing river water and unsafe ground conditions. Road damage has also slowed rescue access. A section about 3 kilometers from the main disaster site was damaged. Rain, fading light, fast-flowing and deep river water further added the difficulty of rescue work. Meteorological authorities have forecast frequent rain in Gyirong county until Sunday, with heavy rain possible in some low-altitude southern townships, along with high temperature variation between night and day. Mountain torrents, mudslides and Mudslides may occur in some areas. How are affected people being aided? After the disaster, national authorities activated a Level-II emergency response for disaster relief, the second-highest in China's four-level disaster relief emergency response system, and the Ministry of Finance and the Ministry of Emergency Management allocated 120 million yuan ($17.85 million) in central disaster relief funds. Local governments have organized evacuations and temporary resettlement. The Devil Still Dances: Dead End At the end of a misguided path lies only an abyss. Within the span of a single month, a series of development has underscored the rapid advance of Japan's “neo-militarism”: an active-duty Self-Defense Forces member forcibly intruding into the Chinese Embassy with a knife, the destroyer JS Ikazuchi transiting the Taiwan Strait, Prime Minister Sanae Takaichi offering ritual items to Yasukuni Shrine, and the Japanese government completing revisions to the Three Principles on Transfer of Defense Equipment and Technology. Since Sanae Takaichi took office last year, from erroneous remarks on the Taiwan question, to risky military moves, and onward to efforts aimed at constitutional revision, Japan's right-wing forces are moving at an unprecedented pace to strip away the facade of a peaceful nation, once again posing a serious threat to regional peace and stability. The lessons of history are unmistakable. Looking back at Japan before and after the outbreak of World War II, Japan's militarist expansion was always accompanied by systematic deception and manipulation of its own people. In the end, the wars of aggression inflicted immense suffering on the region and brought devastating consequences upon the Japanese people themselves. Eighty years later, right-wing forces in Japan appear intent on repeating the same dangerous course, attempting to draw the country once again into the abyss of neo-militarism, repeating a path that harms both others and itself. Takaichi's Ambiguity Betrayal of History Eighty-one years ago, Nagasaki was erased in a blinding flash, with 74,000 victims incinerated by a weapon that should have been the last. Three days earlier, Hiroshima had suffered the same fate. Japanese Prime Minister Sanae Takaichi made it clear at the Hiroshima memorial ceremony on Thursday and again at the Nagasaki memorial ceremony on Sunday that the country's neo-militarists have learned nothing from the horrors of the bombings. At Nagasaki's Peace Park, the city's mayor, Shiro Suzuki, called nuclear weapons an "absolute evil". Yet, standing just a few feet away, Takaichi offered only deliberate ambiguity over whether her government will abide by the Three Non-Nuclear Principles. Japan already operates under the protection of the United States' nuclear umbrella. To invoke a purported "external threat" as a rationale for acquiring an independent nuclear deterrent is hardly the "realistic and pragmatic approach" Takaichi describes — rather, it lays bare the unmistakable ambitions of the country's neo-militarist faction. Takaichi will not say she intends to revise the principles, but neither will she promise to preserve them. She speaks only of current policy, deliberately leaving the future open to interpretation. This is the slow-motion dismantling of a commitment that has defined postwar Japan. The hypocrisy is staggering. Here is a prime minister attending the memorials for victims of nuclear hellfire, surrounded by aging hibakusha, victims of atomic destruction — whose average age is over 86 — yet she will not reaffirm the principles these survivors have defended for decades. When the hibakusha protest her stance on "nuclear sharing" with the US, and when a record 128 local assemblies urge her government to uphold the three principles, her response is little more than a verbal shrug. No wonder Moscow called Japan's nuclear memorial act hypocritical — Takaichi equivocates on the non-nuclear principles while refusing to even ask why the bombs fell on Japan. Eighty-one years after Fat Man fell on Nagasaki, Takaichi stood in Peace Park and blurred the edges of a promise generations of Japanese have held sacred. The city's mayor was right: Nuclear deterrence does not eliminate the risk of catastrophe; it institutionalizes it. The Takaichi government is intent on "honoring" the dead by placing their descendants under the shadow of the same weapons that destroyed them. When the last hibakusha is gone, what will remain of their plea? A prime minister who could not bring herself to unequivocally declare: "I promise to uphold the Three Non-Nuclear Principles". That is not realism.
