𝗞𝗜𝗦𝗨𝗠𝗨 𝗖𝗢𝗨𝗡𝗧𝗬 𝗥𝗘𝗩𝗘𝗡𝗨𝗘 𝗢𝗙𝗙𝗜𝗖𝗘𝗥 𝗖𝗛𝗔𝗥𝗚𝗘𝗗 𝗪𝗜𝗧𝗛 𝗕𝗥𝗜𝗕𝗘𝗥𝗬 The Ethics and Anti-Corruption Commission (EACC) has arrested and charged a Kisumu County Revenue Officer over allegations of bribery. Mr. Francis Muga Odhiambo, the Revenue Officer in charge of Kisumu Bus Park, was arrested by the Commission on 9th February 2026. He was arraigned before the Kisumu Anti-Corruption Court on 10th February 2026, where he was charged with soliciting and receiving a bribe of Kes10,000. The accused pleaded not guilty to the charges and was released on a cash bail of Kes20,000 or an alternative bond of Kes50,000. The charges follow investigations conducted by the Commission, which established that Mr. Odhiambo allegedly solicited a bribe of Kes18,500 from a businessman operating a matatu between Kisumu and Kisii. The officer is accused of threatening to pursue fabricated charges against the complainant unless the bribe was paid. The accused was later arrested upon receiving Kes10,000 as part payment. Upon conclusion of the investigations, the Commission forwarded the investigation file to the Director of Public Prosecutions (DPP), who, upon review, approved the Commission’s recommendation to prefer criminal charges against the accused. The matter is scheduled for hearing on 25th February 2026 at the Kisumu law court. The chief suspect in the Kes.7.6 billion Triton Oil scandal, Yagnesh Devani, arrested by EACC this morning, will spend the night at Kilimani Police Station. He was escorted to Kilimani this afternoon after processing at EACC Integrity Centre Police Station. Earlier in the day, the suspect was presented to Milimani Anti-Corruption Court, where Chief Magistrate Thomas Nzioki ordered that he be placed in police custody until Wednesday when he will be arraigned to take plea. How Sen Sen. Ledama Olekina's Amendments to the Conflict of Interest Bill, 2023 potentially cripple the Fight Against Corruption in Kenya 1. Allowing top state officials including Cabinet Secretaries, Principal Secretaries, Senators, MPs, Governors and other top officials together with their spouses, children and siblings to trade with Government, including the institutions headed by the officials, without any sanctions. 2. Deleted a provision that could have required suspension of any state official facing corruption investigations until they are cleared. 3. Removed EACC from enforcement of the proposed conflict of interest law and vested the responsibility on public entities and accounting officers to investigate themselves for violations. 4. Shielding public officials from a requirement for EACC to scrutinize their wealth declarations to detect and recover stolen public property 5. Deletion of all the punitive sanctions proposed for violations leaving compliance with the law to be driven by the individual public officials’ patriotism and goodwill. 6. Shielding public officials from accountability for mismanagement of public resources. Due to the magnitude of the deletions and amendments by the Senate, the current version of the Bill, now back to the National Assembly, no longer represents the progressive initial Bill which could have significantly addressed current obstacles to effectiveness in the fight against corruption at the national and county levels. CLARIFICATION ON THE ISSUES RAISED BY HON. WYCLIFFE OPARANYA’S LAWYERS REGARDING HIS INTEGRITY CLEARANCE BY EACC In a letter dated 1st August, 2024 addressed to the National Assembly and widely circulated to media houses, Advocates for Hon. Wycliffe Ambetsa Oparanya, Cabinet Nominee for the Ministry of Cooperatives & MSME Development, have accused EACC of acting with malice in holding that Hon. Oparanya still has an outstanding corruption case despite the "DPP having withdrawn/ recalled his earlier approval of the EACC recommendations to prosecute the former Governor." The Commission distances itself from these accusations by Oparanya’s lawyer Ken Nyaundi, who is also a suspect in the case, and clarifies that while it is true that on 25th July 2024, the ODPP delivered to the Commission a letter dated 8th July 2024 withdrawing the DPP’s decision of 18th December, 2023 that had granted EACC consent to charge Oparanya, the Commission did not accept the DPP’s u-turn on the matter. Instead, the Commission wrote back to the DPP reiterating its earlier recommendation to charge all suspects, including Hon. Wycliffe Oparanya and his lawyer Ken Nyaundi. The decision of EACC not to comply with the DPP's directive that the file be closed and the case terminated was informed by the Commission's detailed reasons in its response to him, including the cogent evidence on record, which the DPP had earlier found sufficient in granting consent to prosecute the suspects for conspiracy to commit an offence of corruption, abuse of office, conflict of interest and money laundering. Therefore, the allegation by Hon. KAKAMEGA EAST DEPUTY COUNTY COMMISSIONER’S RESIDENCE AND 5 OTHER PROPERTIES RECOVERED FROM GRABBERS The Commission has recovered 6 prime Government properties, including the official residence of the Kakamega East Deputy County Commissioner, cumulatively valued at Kes. 85,000,000. The land parcels, belonging to the State Department of Housing, had been grabbed by private individuals in collusion with land officials. The Commission has since secured court orders nullifying the titles held by the private individuals namely Michael Omusula Wensetze, Fridah Asamba, John Katumanga, John Katumanga, Jacqueline Musalia and Eunice Mugala. The new title deeds will be handed over to the Government. Land parcel No. Kakamega Municipality/ BLOCK III/242 was recovered following a Court of Appeal decision which set aside a High Court judgement by Justice Said Juma Chitembwe in favour of the illegal owner. Other parcels recovered through litigation and ADR include Kakamega Municipality Block III/239- KAKA/HOU/MG 48, Kakamega Municipality Block III/276- KAKA/HOU/HG 40, Kakamega Municipality Block III/261- KAKA/HOU/MG 02, Kakamega Municipality 3/262- KAKA/HOU/MG47, and Kakamega Town /Block/3/64- KAKA/HOU/HG22. The senior official was apprehended in an operation mounted on Wednesday evening as part of ongoing investigations into numerous complaints received from members of the public that the CEC Member has been demanding bribes ranging from land-related from each person seeking land related services. At the time of the arrest, Kosgei had demanded Kes120,000 from a service seeker in order to append a signature on a land lease document. She was arrested alongside two county askaris (enforcement officers) Sgt. Geoffrey Lang’at and Sgt. Jeremiah Kipkemoi, who had attempted to obstruct the arrest by attacking the EACC officers but the detectives neutralized and apprehended them. EACC ARRESTS SENIOR PROSECUTOR FOR BRIBERY IN KILGORIS The Ethics and Anti-Corruption Commission (EACC) has arrested Japheth Ouko Mayore Isaboke, the Principal Prosecution Counsel in charge of ODPP Kilgoris, on allegations of soliciting a Kes50,000 bribe from a businessman in exchange for fast-tracking a court case. The amount was negotiated downwards to Kes40,000. The complainant refused to pay the bribe and instead reported the matter to the EACC. EACC ARRESTS SENIOR PROSECUTOR FOR BRIBERY IN KILGORIS The Ethics and Anti-Corruption Commission (EACC) has arrested Japheth Ouko Mayore Isaboke, the Principal Prosecution Counsel in charge of ODPP Kilgoris, on allegations of soliciting a Kes50,000 bribe from a businessman in exchange for fast-tracking a court case. The amount was negotiated downwards to Kes40,000. The complainant refused to pay the bribe and instead reported the matter to the EACC.
