European leaders do not seem to recognise that interests change profoundly in a multipolar world: Europe is no longer as relevant, Europe cannot rely on the US to the same extent, Europe cannot afford to make an enemy of Russia, and China can no longer be bullied or lectured.

Marco Rubio discovers the value of the UN and international law. However, international law is about mutual constraints as each state accepts restraints on itself and in return gets reciprocity. The post-Cold War era was not good for international law as an unbalanced hegemon will not constrain itself. After the Cold War, the US and NATO pushed ideas like "democracy promotion", "humanitarian interventionism", "global war on terror" etc. The idea of these rules were consistent with that of a hegemonic rule - no constraints on the hegemon vs constraints for others, sovereignty for the hegemon and limited sovereignty for the rest. Now that a multipolar balance of power asserts itself, the former hegemon must accept the principle of mutual constraints and sovereign equality. The US continously attacks other countries and it kidnaps, assassinates, and topples other world leaders. If it wants others to follow international law, then it must also accept to be constrained by international law. The hegemonic era is over.
