Monitoring: Al-Qaeda Revives Hamza bin Laden in 25th Anniversary Propaganda Video Al-Qaeda’s media arm, As-Sahab, has released the first part of a 25th-anniversary propaganda series marking the 11 September attacks, placing Hamza bin Laden at the centre of its message despite the United States announcing his death in 2019. Titled “A Quarter Century of the 11 September Raids,” the video features a man identified by Al-Qaeda as “the mujahid Sheikh Hamza bin Usama bin Laden” on three separate occasions. Notably, the caption does not include rahimahullah, “may God have mercy on him”, language commonly used for deceased figures. The deliberate omission appears intended to portray Hamza as alive. The production also links Hamza directly to the strategic messaging attributed to Saif al-Adl, widely regarded as Al-Qaeda’s de facto leader. Al-Adl does not appear on camera; instead, excerpts from his writings are read by a narrator, including claims that Al-Qaeda remains capable of striking at US security interests. Hamza follows those remarks by portraying the conflict as a comprehensive war against Islam, describing it as being fought across religious, cultural, economic and military fronts. The sequencing is significant: Al-Adl provides the strategic narrative, while Hamza provides the bin Laden legacy. The combination allows Al-Qaeda to attach contemporary leadership messaging to the name and lineage of its founder. A second segment shifts toward recruitment. The video claims that jihad is expanding and portrays its strength as a source of fear in Washington, London and Tel Aviv. It urges those who “missed the blessed caravan” to join it now, a clear echo of Abdullah Azzam’s 1987 work Join the Caravan, a seminal text in the mobilisation of foreign fighters. The imagery reinforces the message. References to a “clear banner” are accompanied by footage appearing to show the Taliban’s white shahada flag, presenting Afghanistan as visual evidence that the jihadist project can succeed. In a third appearance, Hamza recites poetry glorifying fighters who joined jihad and martyrdom and portraying them as having exhausted and weakened their enemies. He is shown against a cracked mud wall, wearing a white turban with a rifle positioned beside him, visual imagery strongly reminiscent of classic Osama bin Laden propaganda footage. The broader objective appears to extend beyond simply commemorating 9/11. By placing Hamza alongside messaging attributed to Al-Qaeda’s current leadership, As-Sahab is attempting to build a bridge between the organisation’s historical legacy, its present-day ideological narrative and a new generation of potential recruits, many of whom were born after the attacks of 11 September 2001. Whether the footage represents a genuine new appearance by Hamza or the repurposing of older material remains a critical question. What is clear is that Al-Qaeda wants its audience to associate the bin Laden name with the organisation’s current message. The release is explicitly labelled “Part One,” indicating that further material may follow.
