There are also allegations that some people within the Burundian government appear on a list showing that around 600 individuals are reportedly among the Interahamwe who killed Tutsi during the 1994 Genocide. This is where the hatred that the CNDD-FDD government holds against the Rwandan government comes from. The Imbonerakure are being used to repeatedly provoke Rwanda, as they have now been deployed closer to the border that Burundi shares with Rwanda. If we want lasting peace in the Great Lakes region, we must fight the ideology of hatred, killings, and injustice, regardless of the ethnicity, political party, or country of origin of the person who committed the crime. The FDLR group has been given the name Wazalendo so that President Tshisekedi can mislead the international community, with the support of some European countries that have supported him. The FDLR is committing atrocities against the people of the DRC, just as it did against the Tutsi during the 1994 Genocide against the Tutsi in Rwanda. How Félix Tshisekedi’s Government Changed the Face of FDLR Since Félix Tshisekedi came to power in 2019, Kinshasa’s approach to the FDLR has changed significantly. Initially, the group was reportedly targeted militarily, but after the conflict in eastern DRC escalated again, numerous allegations emerged of cooperation between elements of the FARDC and FDLR fighters. Today, the question of dismantling the FDLR remains highly controversial. There are allegations that some of its members have infiltrated or cooperate with various Congolese security institutions, including the FARDC, Police, and intelligence services, with some allegations also claiming that individuals linked to the group have entered units responsible for protecting President Félix Tshisekedi. Others are reported to have joined or cooperated with armed groups operating under the Wazalendo, Mai-Mai, and Nyatura umbrellas, making it increasingly difficult to distinguish FDLR networks from other armed actors. For this reason, some observers argue that dismantling the FDLR cannot be achieved through military action alone. It would require identifying its networks, separating its members from state security structures and armed groups, disarming them, and ensuring accountability for crimes committed. Today, Wazalendo and FDLR kill anyone they want, particularly those they call Rwandans, including Banyamulenge and Tutsis, whether they are members of the FARDC, the Police, or other institutions. They accuse them of crimes and claim that they cooperate with AFC/M23.
