This is a cut GTA5 vehicle from the recent leaks. Its called "EOD" (Explosive Ordnance Disposal) and is rcbandito sized. it has a controllable arm with an otherwise unused control mode. The whole arm should also be turnable although that functionality didnt seem to work

Something I noticed in the Extended Look is that pretty much all the cutscenes are filmed in a handheld-style. GTA 5 had a mix per character, whereas with GTA 6 it appears to be primarily handheld, with it being more shaky/erratic in more tense situations. [1/4]
