Together with the Mayor of DireDawa H.E Khadir Juhar, we welcomed Deputy President of Prosperity Party H.E Adem Farah to DireDawa and Sitii zone of Somali Regional State. H.E Adem Farah attended the inauguration of DireDawa-Shinille 10.5 km asphalt road, Oxgyen plant of Shiniile Hospital, and the starting ceremony of a 3.5km asphalt and corridor that links Marmarsa town to the main DireDawa-Djibouti road. We also visited Wabi Marple and Granite Factory and AMA oil processing plant, owned by investors from Somali Region.

The work of building the Jigjiga Grand Mall, with an estimated total cost of 8.1 billion Birr, begun today; to be completed within 2 years. This modern mall will be another landmark project that will transform the image, economic activities, service delivery, and reputation of this rapidly transforming city. With an area of 75,000 m² (Basement + Ground + 2 floors), the Mall consists of over 1,885 modern shops, modern restaurants, leisure areas, and an underground parking with a capacity of up to 1,000 cars.

Historic day in Jigjiga. Thanks to the commitment of our visionary leader Prime Minister Dr. Abiy Ahmed, two critical development projects are today inaugurated in Somali Region, just months after 10 billion dollar worth of Mega Projects were launched in the Region. The Shabeeleey Resort, the first ever Tourism project, and the ~260m dollar Aysha’ wind power project will have immense positive impact on the lives of the people of the region and the country. On behalf of the government and people of the Somali Region, we thank the Prime Minister for the attention and priority he has given to a region long marginalized. Once considered a periphery, Jigjiga is positioning itself as a new important hub and center in the regional integration initiative of the Horn of Africa.

Together with her excellency Dr. Mekdes Daba, Mekdes Daba, Minister of Health of the FDRE, we inaugurated 6 projects that will enhance health service delivery in Jigjiga and the Somali Region. 1. Karamara MCH Hospital with 100 beds; 2. In Sheikh Hassan Yabarre Referral Hospital: a) a new Administration Block; a new Pediatric Emergency Ward; a new Adult Emergency Ward; a state of the art Central Laboratory. 3. A new Regional Laboratory: equipped to enable the region to confirm suspected outbreaks; We also visited the new Somali Region Police Hospital (300 beds), which is near completion; and the ongoing Sheikh Hassan Yabarre Referral Hospital MCH (300 beds), which will also have a fertility Center when completed.

The design of the new Jigjiga Mall, to be built in the old Taiwan Market destroyed by fire in 2023, is unveiled. This modern Mall, to be realized through a Public Private Partnership, will be among the biggest and most modern in the country and East Africa, and will position Jigjiga as a major business hub.

The improvement of the revenue collection capacity of the Somali Region since the reform is one good indicator of improved governance and accountability. This fiscal year, 2024/2025 (2017 Ethiopian Calendar), the region planned to collect 17.6b Birr, but managed to collect 18.5b Birr, or 104.6% of the plan. This accounts for about 45% of the total regional budget, a significant increase from the revenue share of the regional budget in 2018, which was 15%. With the increased economic activities in the region as the result of peace, and enhanced taxation capacity, the plan for the 2025/2026 year (2018 Eth Calendar) will be to aim for around 30b, thus increasing the share of revenue to 47% of the total budget.

Harvesting of Rice in Beerano district of Shabelle Zone, where the test started in March 2024. In 2018, total land cultivated was 390,000 hectares (ha); Last year, it reached 887,000 ha. Total production increased from a meager 7m quintals 6 yrs ago to 26.5m quintals last year.

Improving service delivery requires, among other things, availability of adequate work spaces and facilities. Building offices for various key institutions was one of the tasks accomplished since the 2018 Reform. Among the offices built: Somali Regional State Parliament Office, Finance Bureau Office, Revenue Bureau Office, Prosperity Party Regional Office, Trade & Transport Office, Mines Bureau Office, Irrigation Bureau Office, Innovation & Technology Bureau Office, Auditor General Office, and Zonal Administration Offices for all 11 zones of the regional state. Some more are under construction and expected to be completed this year.

With the immense dedication of the unsung heroes, i.e, parents and teachers, and the policies implemented by the Ministry of Education and relevant regional line bureaus, the quality of education is showing signs of improvement in the last couple of years. It will take years to reap the full fruits of recent policy changes, but parents proudly talking about the achievements of their children in exams, and the increased competition among students to perform well is a new phenomena in Somali Region. Curbing of exam cheating and changes made in the medium of instruction in Somali Region — now to be in English for all subjects from Grade 5, will significantly improve students’ chances at the national school leaving exams which are given in English.
