Unfortunately New Zealanders have to deal with this type of behaviour all too often. Toll road scams and blockades/roadblocks are sometimes used by Maori tribes (Iwi) to prevent non-Maori (Pakeha) from entering public recreation areas such as beaches, slipways and trails.

I just found out there is a word to describe this behaviour. It's called 'IZZAT'. Accepting responsibility for their drivers licence fraud is to 'lose', which destroys their 'izzat', so they reframe themselves as the victims. The post below explains it better than I can.

Many Maori ethno-nationalists claim that Australia is 'stolen land' whilst being completely oblivious to the fact that Moriori had arrived in New Zealand generations before the Maori. The difference is the British treated Aborigines as equals, Maori treated the Moriori as lunch.
