I think that institutions think $TSLA will see the largest increase in market cap of any asset EVER in history. The stock is currently priced as if it has the potential to to dominate three massive markets - robotaxi, humanoid robots, & energy storage. But because none of that has truly come to fruition - It is in a state of uncertainty. Sideways for the last 5 years. The market says "prove it" And THEN we'll move higher. But institutions have already made their largest investment EVER into any asset in history - right here... They don't see any uncertainty. The stock is insanely mispriced according the them.
