Which one is our priority for securing a digital future for Zimbabwe? The Honourable Speaker's position while providing a clear, logical, and data-informed counter-argument we appreciate his efforts and submission. Let us have a conversation on our priorities in the current Zimbabwean context which we presented yesterday: This is a critical national conversation on our digital future. The proposition of a Google data centre is undoubtedly appealing. Building a centre of Technological Excellence that houses multiple Tech companies and a Start-up Ecosystem is also prudent, though we are calling it a Technology Park. However, I was of the following view which I am willing to be criticised and guided on. The strategic prioritisation of a national ICT Park ecosystem currently is the foundational path to sustainable, sovereign growth and capacity for Zimbabwe. We are reaching out to every province through the Digital Centres, Innovation Hubs at Universities and Colleges. Infrastructure which we need to capacitate better. This is a decentralised system utilising and expanding the infrastructure we have. The central question is not if we want major players like Google; that is not questionable, but when, how and on what terms. Why are we building our own foundation, house, techno park and mini ICT Parks in the provinces and districts? We absolutely need at least a one hyperscale data centre, but centralisation in the current and future environment can be restrictive. This was our plan: 1.The Foundation Before the Skyscraper: Capacity and Traffic We need to increase our national data volumes and internet traffic . Our urgent priority should be upgrading our national backbone, specifically the Optical Fibre on Power Transmission Lines (e.g., Powertel's network from Insukamini to Johannesburg), to peer efficiently with global giants. This builds the foundational "digital highway" we manage. 2.Generating Traffic Through Digitalization A data centre is a response to demand, not a creator of it. We must first drive digitalization aggressively through digital payments, process automation, and e-governance to generate the significant local traffic that would make a data centre viable. Furthermore, we must incorporate Edge Computing strategies to process data closer to the source, a more efficient model for our current needs and in compliance to our Cyber and Data Protection Act which we can amend if need be. Being a regional internet and cybersecurity hub is crucial as the Speaker alluded to me mentioning it to SADC Parliamentary Forum, this is the ultimate goal. 3.PPPs are key to lessen the burden to the fiscus and we are ready to accommodate organisations willing to assist government.(Cont)

Congratulations to Rwanda Hon Minister of ICT Paula Ingabire and H.E. President Kagame on a visionary Inaugural Global AI Summit on Africa. Though I attended virtually, I was energized by the bold dialogue on Africa-led AI solutions and homegrown innovation to leapfrog development and solve Africa's challenges. I was truly inspired by H.E. Kagame’s call for collaborative Pan-African AI ecosystems and Hon. Minister Ingabire’s emphasis on ethical governance and digital infrastructure. These are priorities that Zimbabwe wholly shares. President Kagame's call for "Africa to stop playing catch up" in the AI revolution is a bold statement in joining all Africa to build our capacities. 🇿🇼 We’re advancing our National AI Strategy, prioritizing: ✅ AI-skilled youth through STEM partnerships and a Digital skills program that will empower 1.5 million Zimbabweans in the ICT space; ✅ Tele-Health services & AgriTech to tackle local challenges; ✅ Open-data frameworks for transparent governance. Through partnerships with entities such as the World Economic Forum, Huawei, Open AI ,Google, Microsoft, Cassava Technologies and other tech giants Africa can become a formidable global player. Let’s unite to scale Rwanda’s model of practical, inclusive AI empowering SMEs, startups, and women in tech. Africa’s future is brighter when we co-create. This Tuesday's strategic engagement with industry stakeholders in the ICTPCS sector was a dialogue centred on our progress in 2025 and the path forward for Zimbabwe’s digital transformation under NDS2 (2026–2030) and Vision 2030 this 2026. 2025 Milestones presented included the completion of the National AI Strategy and National Cybersecurity Strategy, strengthening our digital governance framework. Significant expansion of digital inclusion initiatives: the Presidential Internet Scheme, Telemedicine Project, Digital Skills Ambassadors Programme, and Community Digital Centres. Notable sector growth, including 14.5% increase in ICT investment and high mobile and Internet penetration. A continued focus on digital skills development, inclusivity, and public-private partnerships as critical drivers towards a fully digital economy by 2030. Stakeholder feedback highlighted the following critical challenges High data costs a major barrier to digital inclusion and adoption. Infrastructure gaps, particularly in rural and underserved communities. Slow progress in local ICT hardware manufacturing (e.g., laptops), affecting affordability, skills development, and industrialisation. As Government we acknowledge these concerns and are committed to ongoing collaboration with fiscal authorities, local government, and industry partners to: Reduce data costs, Improve infrastructure deployment, Accelerate practical, inclusive digital transformation and work on a SI on our approved reduction of fees and levies for the Telecommunications,Postal Courier and whole ICT sector. As we handed over 8,000 Starlink internet kits to the Ministry of Primary and Secondary Education, led by Hon. We continue enhancing Zimbabwe’s digital future,this time at Zion Christian Church Annual Conference 2025 in Defe Gokwe, Midlands. The ministry trained 1000+ citizens in digital skills, cybersecurity and AI fundamentals thus "Embracing the Future Digitally and Spiritually" which was ZCC's conference theme this year. His Excellency our President Dr E.D Mnangagwa represented by Hon Minister Muchinguri Kashiri commissioned a future proofed computer lab at Dopota Primary School. We are now deploying Core i5/Core i7 devices and low-latency connectivity to all new computer laboratories for our schools.These are great tools for our young to be ready for coding, cyber security,software and applications development to mention a few. We will forever be present with the people, taking technology where it has never been. #DigitalizeZimbabwe.

Zimbabwe is a nation that has produced amazing talent, innovators, and leaders. I was thrilled to watch the panel discussion on leading in the age of AI at the ongoing Global AI Summit for Africa in Rwanda. The panel discussion had our very own Dr Strive Masiyiwa, a recipient of the Lifetime Achievement Award for the 2024 Ministry of ICTPCS Excellence Awards as a panellist. Dr Masiyiwa highlighted that AI is about augmenting and amplifying human capability. His companies are setting up Africa's first GPUs which will serve the entire continent. We are grateful that Dr Masiyiwa's African business continues to have a huge presence in Zimbabwe with over 26 000 of Liquid's 120 000km of fibre in Africa deployed in Zimbabwe and 2 out of 10 of their African data centres located in Zimbabwe. I am equally proud to see several Zimbabweans appearing as panellists in other sessions. Another Zimbabwean Dr James Manyika is co-chairing the entire summit with Dr Masiyiwa and three others. Zimbabwean panellists at the Global AI Summit for Africa include Chido Munyati, Head of Africa at the World Economic Forum, Hardy Pemhiwa, President and CEO of Cassava Technologies and Natalie Jabangwe, CEO of Timbuktoo Foundation. Government remains committed to creating an environment that allows Zimbabweans to thrive in the digital arena. We are also extremely proud of Zimbabweans shining in the global arena in the ICT sector, like Dr Masiyiwa and Dr James Manyika to mention but a few. Policies for more incentives will be availed for our techpreneurs. I strongly believe that Zimbabwe needs to adopt the Uzbekistan model for ICT companies,we will continue having conversations with the Ministry of finance .

Success demands teamwork—collaboration between government, private sector partners, local innovators, and international allies.
