Social media is awash with potholes of every design, size, the beautiful and ugly ones, the deep and shallow ones, the wide and narrow ones-- they are all in our capital City. What's happening in Kampala? Attempts to fill potholes with soils have only worsened the situation. Navigating through some of these giant potholes is a nightmare especially ambulances carrying pregnant women. I have therefore, directed the Minister for Kampala to bring a statement on Tuesday, explaining how much money KCCA has received for road construction and maintenance for the last three years.

This afternoon, the Minister for Higher Education, Hon. John Chrysostom Muyingo presented a statement on “expired courses” and clarified that qualification of graduates on programmes that have received prior accreditation, in accordance with National Council for Higher Education (NCHE) minimum standards and regulations are valid. This is very reassuring and I thanked him for that important clarification. However, I strongly cautioned the Minister against using strong words without knowing the impact they can have one day. Why use the word expiry? These programmes only require review but are not expired. An expired product is thrown in the trashcan, please don’t throw our programmes in the dustbin. The Minister must, as a matter of urgency, write to NCHE so that these affected courses are marked as “programmes under review”.

Ahead of World Malaria Day, yesterday I held a multi-sectoral meeting with the Parliamentary Forum on Malaria (UPFM) to breathe new life into the fight against one of the leading killer diseases. We were also privileged to host Prof. Steve Harvey from Johns Hopkins University, who is in Uganda to support UPFM in coming up with a community-centered approach to Malaria elimination. Prof. Steve Harvey is collaborating with a number of Ugandan university professors and other stakeholders to develop a multi-sectoral collaboration model to support communities in mosquito control activities. This effort will ensure that the primary responsibility for mosquito control lies with the community, complementing malaria control activities by the Ministry of Health and eventually leading to the elimination of Malaria. I also emphasized the need to mobilize and sensitize the public on the proper use of mosquito nets, planting of repellent plants, clearing of bushes, and stagnant waters around homes, among others. I once again thank members for all their efforts towards the success of this great cause and invite the general public to join Parliament’s Annual Malaria Walk tomorrow, whose objective is to raise awareness about the life-threatening disease.

This afternoon, I officiated at the 2nd Graduation Ceremony of the University of Saint Joseph Mbarara. I called upon all public and private universities in Uganda to leverage on research, partnerships and sharing of resources in order to be sustainable, competitive and ease costs
