One year ago, when I addressed the great leaders in this hall, the war in Gaza was still raging brutally. The hostages were still deep in Hamas' tunnels, and there was no end in sight. It was never going to be resolved. But here, on the sidelines of the General Assembly, we took the first steps. It changed everything. A few weeks later, we ended the war in Gaza, saving untold thousands of lives. We also brought home all remaining hostages, both living and dead, every single one of them.

Today's veto blocks a Panel of Experts that would've exposed UNSCR-prohibited defense cooperation between Iran and its partners. The U.S. won't stop pushing for a Panel of Experts, a Committee chair, and an updated sanctions list to enforce the Iran sanctions regime.

The ICC and its proponents seek a standing world tribunal with near-unlimited reach. It is constantly seeking to aggrandize its own power, falsely asserting so-called jurisdiction beyond its mandate, including over nations who never consented to its authority. These perverse attempts to encroach on the sovereignty of states, including some on this Council, must be defeated. We welcome the IAEA Board's September 9 decision to end its longstanding noncompliance finding for Syria—reflecting the government's commitment to IAEA cooperation, transparency on the former regime's clandestine nuclear program, and peaceful nuclear use going forward.
