🚨An Open Letter on Accountability, Regional Security, and Enforcing the Washington and Doha Accords To: President Donald Trump, Secretary Marco Rubio, Envoy Massad Boulos, The European Union Commission, The State of Qatar, RE: Sanction Kinshasa and its Allies for Violating the Washington and Doha Accords. Excellencies and Partners in Peace, We address you at a critical turning point for the African Great Lakes region. For decades,the eastern Democratic Republic of the Congo (DRC) has suffered from an unremitting cycle of instability and severe violence. Hope emerged when your leadership brought about historic diplomatic frameworks: the Washington Peace Agreement and the Doha processes. These agreements were binding commitments designed to address root causes of conflict. Central to these was the absolute obligation for Kinshasa to disarm, dismantle, and sever all ties with the Democratic Forces for the Liberation of Rwanda (FDLR), a militant group driven by a genocidal ideology whose members participated in the 1994 Genocide against the Tutsi. More than a year has elapsed since the Washington Accords, yet Kinshasa's pledges remain unfulfilled. Instead of acting in good faith to eliminate the FDLR within the established 90-day window, the DRC government has pursued defiance and evasion. Current intelligence and on-the-ground verifications highlight a troubling reality: 🔖Active Collusion with the FARDC: There is no genuine separation between the Congolese armed forces (FARDC) and the FDLR. Militants continue to function side-by-side with state forces, expanding tactical positions across North and South Kivu. 🔖Deceptive Maneuvers: Rather than disbanding this genocidal movement, Kinshasa has engaged in clandestine accommodations to rebrand their public image and integrate a terrorist entity into a political movement. 🔖Unchallenged Impunity: Shielded by DRC authorities, FDLR leadership operates without fear, confident that Kinshasa will protect them from accountability under the U.S.-backed CONOPS blueprint. Diplomacy devoid of enforcement is an open invitation to ongoing aggression. When a signatory government breaches peace treaties, delays timelines, and harbors genocidal groups, dialogue becomes complicit behavior. The era of indefinite patience has concluded. The United States, Qatar, and the European Union dedicated substantial political capital to secure these peace tracks. Permitting Kinshasa to treat these treaties with disregard undermines international credibility and leaves vulnerable civilians exposed to continuous hardship.
