Given how jumpy mayor’s team got I have carefully looked into the matter. Yes, there was an existing contract. However, in this case MTCC was not simply replaced/novated by Malé City Council, was it? It was not a transfer of responsibilities and rights to another party, was it? 1) NEW TERMS AND CONDITIONS 2) EXTENDED LEASE PERIOD 3) NEW, ADJUSTED RENT This is not novation. You may window-dress it anyway you like but this is forming of a new contract. So YES, a new lease with new terms and conditions and rent and extended period was drawn up and signed with Pyrard Pvt Ltd during Adam Azim, Mayor of Male’ City’s tenure. Ps: I didn’t vote for this because I don’t believe in unsolicited proposal without a proper usool as explained in the video. Would appreciate if legal folks could weigh in. At today’s Malé City Council jalsa, Nazima Faiz and I raised the following concerns: 1) Heaps of garbage often remain unremoved. Special provisions are needed during Ramadan to ensure timely clearance. 2) Removal of cat feces should be included in routine road sweeping. In several areas, weeks-old spots remain unattended. Ministry of Agriculture and Animal Welfare 3) Waste Management Corporation Limited (WAMCO) garbage trucks continue to leak putrid liquid across town, creating serious hygiene and public health concerns. We are glad to note that the Commission agrees with us on key issues: • absurdity of refusal to gazette a list of recipients including points • applying today’s living conditions to flats allocated in mid-2022 HRCM will also facilitate a meeting with citizens & Abdulla Muththalib Ministry of Construction, Housing & Infrastructure. We further urge the Civil Court to stop delaying injunction requests of 4,000 Fahi Union applicants. Dr Mohamed Muizzu

In today’s council session SG of Malé City Council repeatedly explained that the TERMS AND CONDITIONS of the evaluation was determined by a “Kuda committee” of civil servants. According to amendments to the council’s standing orders proposed by me in 2023 and approved by the council no such decision can be taken without approval at an aanmu rasmee jalsa. Today I proposed that the 🚽 ToR be reviewed by a relevant committee of councillors and be presented to the floor for approval before calling for bids. It was passed by a council vote ✅
