Do you remember when the WEF bragged about Lebanon being among the top 5 countries in solar energy growth? They ignored that the growth resulted from a lack of electricity, not climate change policies. Aleppo, Syria below: check out the rooftop solar panels. The population gets 2-4 hours of electricity per day from the grid, if any. The use of solar energy has nothing to do with climate policies. This is the fact of many developing countries.
