I like how this scene is Quark and Garak subtly admitting that they appreciate the federation without ever saying it. Quark really is a people person because he knows how to match Garak's cryptic way of speaking. The smile Garak has when he realizes Quark is speaking in metaphor.

Don't deadname Julian Bashir... his own parents killed what "Jules" would've been so he renamed himself as Julian as his one act of gaining back autonomy after his parents took it all away and they can't even give him that
