It is the English Government that is in charge of Scotland's economy, this is a fundamental part of colonialism seen in India, Australia, the US... in fact in every English colony. Scotland's economy is essentially an extension of Englands economy. We use their currency, we pay their taxes, they decide how much money is invested in Scotland and how much is removed.
