Rise & Collapse of #Taliban-#China Energy Deal In Jan 2023, #Afghanistan's Taliban and China's CAPEIC signed a 25-year oil-extraction contract, with the Chinese side pledging $540 million in investment over the first three years. It was hailed as a landmark event, marking the first major energy agreement a foreign company had struck with the Taliban since their return to power. The signing was telecast live, with DPM Mullah Abdul Ghani Baradar and Chinese Ambassador Wang Yu both in attendance. By mid-2025, the much-publicised deal had collapsed. Taliban's Ministry of Mines and Petroleum accused CAPEIC of repeated contractual breaches, delayed investment, missed infrastructure work & unpaid royalties. The Chinese side pushed back with its own version of events entirely. Chinese employees of the joint venture told NPR that Taliban forces "forcibly took over" the joint venture's oil fields and "drove our Chinese personnel out of the oil field at gunpoint." They also reported the Taliban detained 12 Chinese staff in Kabul and confiscated their passports. Weeks after the deal was scrapped, one Chinese employee gave the US broadcaster NPR a blunt take: they'd hoped the project would help develop Afghanistan, stabilize the interim Taliban government, and by extension benefit China's own Xinjiang region, but instead found a partner with no real interest in mutual gain, more inclined to simply seize what it wanted.

Taliban Interior Minister Sirajuddin Haqqani, at a seminar in Kabul, implicitly warned #Pakistan that #Afghanistan would retaliate forcefully if it were to be attacked. “Afghans have been tested on the battlefield… Although we don’t have long-range missiles and powerful weapons, our determination and will are strong, and we can overcome any situation and achieve victory,” he claimed in his video speech released by his office.
