Last year, the Chief Minister Sarfraz Bugti decided to conduct an experiment. All Deputy Commissioners were directed to hold monthly open katcheries. At the same time, a small unit was created in the Chief Secretary’s Office under Additional Secretary Services to study complaints that kept repeating specially from the youth. The objective was to identify what truly troubled the youth of Balochistan, rather than what the state assumed their concerns might be. After eight months of careful analysis, the conclusion was unexpected. The most frequent complaint was not law and order or terrorism. It was recruitment without merit. This finding reshaped internal discussions. It became clear that the issue could not be solved through instructions or oversight alone. The problem lay in discretion, opacity, and human intervention. The Finance Department was therefore asked to prepare a structural solution. A series of focused conferences followed. The consensus was clear. Recruitment had to be taken out of individual hands and placed into a system where interference was structurally impossible. This led to the decision to introduce a technology-based recruitment process. Under the new system, tests were conducted online and results were generated immediately. There was no back end manipulation. No room for sifarish. No space for bribery. BUITEMS was engaged, a dedicated IT team was raised, and the system was developed and tested under real conditions. Today, the system was executed. The response from candidates was remarkable. Many were visibly surprised as results appeared instantly. For a large number of them, this was their first experience of a recruitment process where merit was demonstrated, not merely claimed. The presence of the Chief Minister Chief Minister's Office Balochistan and the Chief Secretary reinforced the seriousness of the reform. Minor hiccups were observed, as expected in any first rollout, but the process remained stable and transparent throughout. In practical terms, this marks the end of a long and corrosive era of illegal recruitments. More than 5,900 candidates applied for BS-14 posts. Only 111 were selected. Every selection was made purely on merit. Today is historic, not because of a single test, but because a long-standing grievance of the youth of Balochistan has finally been addressed. In 2023, the IT Department proposed establishing Balochistan’s first Technology Park. The plan was to acquire land in a prime area of Quetta, construct a new facility, and equip it with modern technology infrastructure. The estimated cost was around Rs 3 billion, with a completion timeline of nearly four years. It was an ambitious proposal, but also a costly and time consuming one. In the technology sector, such delays often mean missed opportunities. During a visit to Quetta, the then Chief Secretary, Shakeel Qadir, raised a critical question. Why should the government spend billions on new land and construction when several government buildings in the city had been lying abandoned for years? He directed that an existing facility be identified and that the Technology Park be developed through a public private partnership to save public money and deliver results quickly. This idea gained real momentum when it reached the Chief Minister. The Commissioner Quetta and the CEO of the Balochistan Public Private Partnership Authority carried out detailed work on this direction. Multiple buildings were surveyed, consultants were engaged, and expert opinions were obtained. Structural integrity, legal status, and technical feasibility were all examined carefully before a viable option was finalized. When the proposal was presented to the Chief Minister Sarfraz Bugti, he did more than simply approve it. He personally convened all stakeholders, resolved coordination issues, and gave clear ownership to the project. Most importantly, he set a firm and ambitious timeline to establish Balochistan’s first Technology Park within two months. That decisive leadership changed the pace of execution. There were reservations from the IT Department and hesitation from the Social Welfare Department to part with a building that had remained unused for nearly a decade. Institutional concerns and procedural delays could easily have stalled the project. The Chief Minister’s continued support and close follow up proved crucial. With guidance from the Chief Secretary and backing from the Chief Minister Chief Minister's Office Balochistan, the team worked through each obstacle, aligned departments, and kept the focus on the broader public interest. The emphasis remained on reviving a neglected public asset rather than preserving departmental control. Instead of spending Rs 3 billion and waiting four years, the government Govt. of Balochistan repurposed an abandoned building through a public private partnership and delivered the project in record time. The Technology Park was inaugurated on 14th August by Sarfraz Bugti Today, it hosts 13 technology companies and provides employment to more than 100 people. These are real jobs and real opportunities. For young professionals in Quetta, it has become a clear signal that the provincial leadership is serious about creating space for technology, innovation, and private sector growth within Balochistan. This is what saving Rs 3 billion truly represents. It reflects a governance approach driven by leadership, clarity, and execution. With the Chief Minister’s vision and ownership, and sustained effort by the administrative team, an abandoned building was transformed into a functioning institution that is beginning to reshape the technology landscape of Balochistan.

One of the terrorists belonged to FAH, while the other two were illegal foreign nationals with links to FAK. Today, on the directions of the Chief Minister Sarfraz Bugti , an illegal petrol pump was demolished. This was not a small action. A property worth over one billion rupees had been illegally encroached for nearly ten years. After a long and exhausting legal battle, it finally came down. This site will now be reclaimed for the people of Quetta. The government has decided to develop it into a food street and public space, open to everyone. This was not just an encroachment. Smuggling mafias were involved. Illicit fuel was being sold, backed by influence and intimidation. Like most such setups, it survived for years because powerful interests stood behind it. Across Balochistan, over 3,000 enforcement operations have been conducted in last few months. More than 800 illegal petrol pumps have been sealed. Kehna asaan hai, karna bohat mushkil. Every illegal pump has a protector. Every action has a cost. But this time, the government chose resolve over convenience. Decisions are being taken on merit, not on influence. ہر بارش کے بعد کوئٹہ شہر میں کئی مقامات پر پانی کھڑا ہو جاتا ہے ۔ اس کی وجہ کارپوریشن کی نا اہلی نہیں بلکہ نالوں پر بنائی جانے والی تجاوزات ہیں۔ نالے کی چوڑائی 30 سے 40 فٹ ہونی چاہئے لیکن اس وڈیو میں آپ دیکھ سکتے ہیں کہ یہ چوڑائی صرف 5 فٹ رہ گئی ہے ۔ کارپوریشن والے جو مرضی کر لیں۔ جب تک تجاوزات نہیں ہٹائی جائیں گی سیلابی صورتحال کا خدشہ رہے گا ۔ اگر کوئٹہ کے نالوں کو اپنی اصلی شکل میں بحال کر دیا جائے تو جتنی مرضی بارش ہو سیلاب نہیں ا سکتا۔ کوئٹہ کے پرانے افسران کا کہنا ہے کہ یہ کام نہیں ہو سکتا ۔ آپ کا کیا خیال ہے ؟
