This afternoon I testified at the Texas Senate Committee on Business and Commerce hearing in favor of SB 21, to establish a Texas Strategic Bitcoin Reserve. Thank you Charles Schwertner for introducing the bill, Office of the Lieutenant Governor Dan Patrick for making it a legislative priority, and Donna Campbell for asking great questions about Bitcoin custody and security.

Sharmin Mossavar-Rahmani, chief investment officer of Goldman Sachs Wealth Management: bitcoin lacks a fundamental value thesis, it is just a speculative trading asset, not an investment asset. Counter-argument: bitcoin is a growth currency, its fundamentals driving adoption are (1) the freedom to save a monetary asset with a verifiably, finitely scarce supply and (2) a decentralized open-source software protocol that maximizes reliability. Synthesis: bitcoin is not a cash-flow investment because it is cash, and its advantageous properties as a monetary asset are attracting new adoption which drives value accrual. That's why it's the best performing asset over the past 10 years and should be in GS clients' portfolios.
