Not everyone can afford a fursuit & not everyone can handle the restrictions / heat that comes with fursuiting !! You don’t know if they consider it a fetish, a safe space, or both !! There are SFW pups as well as NSFW, but if they aren’t acting inappropriately in public spaces then why doesn’t it matter which category they fall under ??
