He said there was nothing he could do to stop the vouching if he believed it was fraudulent What Cliff discusses here is when a person walks in for same day registration they are required to provide ID. If you provide the name of someone who’s already on the voter rolls (like I did) you can vote same day without ID in another persons name. If someone came in to get registered same day and didn’t have proper ID, they’d be turned away. Community activists would then vouch for that person, seemingly even if they didn’t know them.
