Homelessness must be rare and temporary but under Tina Kotek's failed leadership it's chronic and permanent. She's increased homelessness by 35% across our state and by 61% in the Portland metro area. My administration will end homelessness as we know it with accountability, metrics and a new focus on addiction recovery, long-term sobriety and mental health treatment. Read my plan here:
