A report by Bojana Coulibaly, Ph.D. Our main findings: - There are NO #M23 soldiers near the mines. - #M23 does not participate in any aspect of the coltan mining business. - There is NO Rwandan presence in Rubaya. - Rubaya is NOT a "blood mineral" mine. - Rubaya does not supply the world electronics industry. ➡️ According to public statements, witness testimony, and field observation, a certain number of actions have been implemented by #M23 leadership : 1) Wazalendo & armed militias that were responsible for the violence in Rubaya for decades, have been neutralized. Security has been put in place. 2) NO weapons, NO children, NO pregnant women allowed, anywhere near the mine. 3) Daily rate increase from $3 to $5 (#M23 has imposed this minimum wage to the mine operators to be paid to the workers as a daily base rate. This is before what the miners earn per quantity of coltan extracted). ➡️In addition, our findings indicate that: - Rubaya is a town of more than 100,000 residents with their families. It is not a mine. The coltan mine is 30 minutes away (by motorbike) and between 1 to 2 hours by foot. No car can access the mine. - The principal economic mode of sustenance of Rubaya residents is coltan mining. Like other regions where families and communities depend on cattle herding, agriculture, or specific industries, the survival of Rubaya residents depends on coltan mining. This is the equivalent of entire towns in France where every family cultivates and harvests grapes for the wine industry of that region. Rubaya families extract, process, and sell coltan. Coltan is currently sold between $30 and $40/kg on the world market. This is after processing it, and profit will depend on the mineral content quality. This is to say that this artisanal mine requires tones and tones of raw coltan to be extracted and processed manually in order to achieve the quality of coltan sold on the market. Unlike the wine producers in France who have access to high tech industrial equipment for their wine industry, the Rubaya coltan mine extraction and processing are exclusively done manually. - Thus, the artisanal nature of this mine, where every aspect of the extraction and processing of coltan is manual, and the absence of a road between Rubaya and Goma where the coltan is sold on the market, makes it impossible for this mine to be considered as the number 1 supply of the world electronics industry. ➡️This argument, used by the #DRC government, human rights organization like Human Rights Watch, the United Nations represented by MONUSCO and Bintou Keita, government officials in Europe, and the mainstream and social media, constitutes a fallacy which seeks to blame the neighboring Rwanda, Congolese Rwandophones in North Kivu, and the Banyamulenge in South Kivu, as well as #M23. ➡️It diverts attention from the #DRC failed state led by Felix Tshisekedi, who has been incapable, like his predecessors or the last 30 years, to provide security, economic, and financial stability to its people. ➡️The vast majority of people living in Rubaya are native Congolese Kinyarwanda speakers. This is the result of the colonial borders that were drawn during the Berlin Conference in 1884-5 by European countries including Germany, Belgium, the United Kingdom, and France. Those borders separated Rwandophone speakers accros several countries. Thus, Rubaya residents are Congolese, who speak Kinyarwanda, which is their mother tongue. ➡️The current "sanctions" campaign against Rwanda, accused of "stealing strategic minerals from Rubaya" and "destabilizing DRC" is led by the same countries who drew those colonial borders in the Great Lakes region in 1884-5, which is the root cause of the DRC conflict. ➡️ The UK, Belgium, and Germany should instead seek to pacify the region by putting all their efforts and means to fight against tribalism and ethnic divisionism which their countries have created, and which is the mode of governance of the DRC regime that they are protecting today, at the expense of Rwandan Tutsi who were at the verge of total annihilation in 1994, and Congolese Tutsi victim of systemic killings and persecution in DRC since 1994. ➡️ Rubaya residents have openly and eagerly expressed to us that their security is finally guaranteed by #M23 today and that they are hopeful that a new era where peace prevails has began. Teddy Mazina's visit to #Rubaya’s Gacombé coltan mine shows an artisanal, locally run operation with thousands of diggers and traders, but no armed men, no uniforms, and no children or pregnant women working in the pits since #AFC_M23 took control of the area, after pushing out the DRC government coalition and the Burundian troops. The mine functions through a clear chain: diggers extract and wash the ore, traders buy and transport it to the market where it’s certified and taxed, and a whole “mining village” economy (families, schools, markets) lives off this activity. Since AFC/M23’s arrival in Rubaya, armed groups like #Wazalendo and the FDNB have left the mine area, order has replaced previous chaos, workers’ daily pay has significantly increased (from about $1 to around $5–10), and AFC/M23 has instructed its own soldiers and cadres to stay out of mining operations. This report disputes the label of “blood minerals”, emphasizing that: (a) there are no soldiers or weapons in or around the mine today, (b) work is voluntary and seen as a livelihood, not forced labor, and (c) children who once worked in the pits have been pushed out by AFC/M23 and are now back in school. Historically, the area and nearby village were controlled by various armed groups, including #Nyatura, #Mai_Mai, and more recently the Burundian army, who profited from the mine, but today security is provided by AFC/M23 without any involvement in extraction. The broader claim that Congo’s current war is driven by Rubaya's coltan which would be "smuggled into Rwanda" is challenged in this report: the conflict is tied to long-term issues like refugees asking to return and ethnicized hate speech, while the coltan here remains, above all, a local resource sustaining a civilian community. Ebuteli pushes Kinshasa's anti-peace agenda in DRC The Kinshasa-based think-tank Ebuteli, led by the American Jason Stearns and the French-German Christoph Vogel Christoph N. Vogel, organized a briefing on Dec 8-9 under the patronage of Patrick Muyaya, spokesperson of the Congolese government. The US ambassador to DRC and EU representatives, were present in the audience. Stearns and Vogel lead a network of anti-Tutsi and anti-Rwanda activists, journalists, and analysts, including the members of the hate group LUCHA 🇨🇩 such as its founder and leader Fred Bauma, who also serves as the Executive Director of Ebuteli. The Congolese “historian” Isidore Ndaywel, known for his extremist anti-Tutsi rhetoric, was also invited by Stearns and Vogel to brief the US and EU diplomats. Pr. Ndaywel has been commissioned by Kinshasa to promote the Genocost campaign, as evidenced in a presentation given at the side-event to the 60th Session of the Human Rights Council in Geneva in September. (Source below) In this presentation, Pr. Ndaywel promotes the Hamitic ideology which led to the 1994 genocide against the Tutsi in Rwanda killing 1 million Tutsi in 3 months. Pr. Ndaywel claims that the Tutsi, invaded Rwanda from Uganda in 1990, led a war of conquest to exterminate the Hutu in Rwanda, and then continued a “Tutsi colonization plan” (theory spread in the hate media Kangura in 1990) in Congo. Pr Ndaywel does not simply here promote the double-genocide denialist theory but he directly denies the 1994 genocide against the Tutsi in Rwanda, by reversing responsibility between perpetrator and victim. Ebuteli, in organizing this briefing in Kinshasa, while continuing to promote through its network, a narrative which puts the blame of the DRC crisis on the persecuted Congolese Tutsi communities in North and South Kivu, seeks to sabotage the Washington and Doha peace agreements. Stearns and Vogel while benefiting from Kinshasa’s political endorsement and promoting its political anti-peace agenda, maintain a narrative of chaos which ignores the root causes of the DRC crisis, namely, the 30 years long government-sponsored persecution of Congolese Tutsi.

The Point of No Return: DRC Army Calls for the Mass Killing of the Tutsi in DRC On Dec 29, speaking on behalf of the Congolese army, General Sylvain Ekenge delivered an official communication on the public TV channel RTNC.CD, in which he designated the Tutsi as the ultimate enemy to eliminate, including women and children. ➡️The FARDC Officiel SCIFA spokesperson indeed: 1) defines the Tutsi as the "Nilotic" foreigner/invader (from Abyssinia) who have come to "colonize" the Great Lakes, following the Hamitic conspiracy theory which led to the near-extermination of Tutsi in Rwanda from 1959 to 1994 (Video 1), 2) links the term Ubwenge (which means intelligence), to the notions of maliciousness, dishonesty, manipulation, deceitfulness, immorality, infidelity, perfidy, betrayal... which he attributes to the Tutsi as a definite, immutable moral characteristic (Video 1), 3) defines the Tutsi children as equally evil and morally corrupt (Video 1, 2), 4) establishes a symbolic link between the Washington agreement signed between DRC and Rwanda, and a "civil marriage" between a non-Tutsi Congolese man and a Tutsi woman (he describes as the primary tool of manipulation, betrayal, and deceit), thus comparing the Washington agreement to a "contract of betrayal" similar the infidelity of a Tutsi woman (Video 1, 2), ➡️ FARDC spokesperson then CALLS FOR ACTION against the designated Tutsi enemy. He says: "we need to keep our eyes open and to give the signal to begin..." ("nous devons ouvrir l'oeil et le ban"). By "we", he refers to FARDC and its coalition forces (#FDLR, Wazalendo, Mai-Mai, FDNB) and all non-Tutsi Congolese. His use of the expression "ouvrir le ban" constitutes, from a military terminology standpoint, and in the context of the DRC war, an open incitement to eliminate all Tutsi in the country. ➡️This analysis follows the notion of "DANGEROUS SPEECH" defined by speech expert Susan Benesch who has demonstrated that all the genocides have been preceded and accompanied by "dangerous speech" (which is harmful and calls for violent action against the targeted group), as opposed to hate speech (which is hurtful but not harmful). ➡️Benesch indicates that the most dangerous speech is the one pronounced by "a person of authority" who "has access to troops" in a context where the audience has been exposed, through repetition and over a period of time, to the same dehumanizing, discriminatory, harmful rhetoric against the targeted group. ➡️The FARDC spokesperson in his position of authority, under the highest command of the president of DRC Felix Tshisekedi, and owing to his "access to troops", constitutes a green light, and by extension a direct call, to all FARDC personnel and their coalition forces, as well as simple non-Tutsi Congolese civilians, TO ELIMINATE ALL the Congolese Tutsi, including infants.

Vogel) ➡️This was uttered yesterday by Valériane Ndena V. in an X Space on DRC, with 17,000 auditors, where she expressed her regret that the Congolese army has not "killed" all the #M23, and by extension, the Congolese Tutsi minority they protect. ➡️Valériane Vogel, is known for her Tutsiphobic rhetoric on X, where she openly promotes the #FDLR -Interahamwe ideology. ➡️ She is also known for being the wife of Christoph Vogel (Christoph N. Vogel), former UN expert, who for the last 15 years, has been the principal source of information on Congo, along with his collaborator Jason Stearns. Their contributions are used by diplomats, politicians, academics, and the media. ➡️ Christoph Vogel's close link to Valériane Vogel who openly promotes anti-Tutsi hate ideology questions the credibility of Christoph Vogel's "expertise" and research ethics on the conflict in DRC. ➡️ Vogel & Stearns are the co-founders of Groupe d’étude sur le Congo, Ebuteli & Baromètre sécuritaire du Kivu (created in partnership with Human Rights Watch). These research institutes, based in the United States & Kinshasa, have played a considerable role in the manipulation of information leading to the politics of divisionism and genocide ideology, promoted by the current Tshisekedi administration. ➡️ In their contributions, they have pushed for a distorted analysis of the DRC conflict, which they have been fueling by promoting numerous conspiracy theories, then recycled by the UN in their reports, for over a decade: 1) The DOUBLE-GENOCIDE theory is consistently alluded through rhetorical manipulation by Vogel & Stearns so as to blur the line between victim and perpetrator. ➡️They have been accusing the RPF & the Rwandan president Paul Kagame, who have stopped the genocide & implemented a system of governance based on unity and reconciliation, of having committed and continuing to commit "a genocide against the Hutu in Congo". ➡️Vogel & Stearns by promoting the double-genocide theory depict the region as a place of perpetual violence, where "Hutu" kill "Tutsi", and "Tutsi" kill "Hutu", and where Africans are unable to govern themselves, requiring constant intervention of western political institutions and NGOs. 2) The theory which argues that "#FDLR DO NOT EXIST" and is "a pretext for Rwanda to invade & destabilize Congo". ➡️ Christoph Vogel promotes this theory in his article: "How to avoid false narratives around DR Congo's M23 conflict" (2023) published in The New Humanitarian, in which he declares that "FDLR is now a shadow of its former self". ➡️This theory denies that FDLR represents a security threat for Rwanda and ignores that the Congolese president has publicly threatened to "help #FDLR change the regime in Rwanda", has integrated its forces into its national army, espoused its ideology, in its war against the same Tutsi community which FDLR has pledged to exterminate, both in Congo & Rwanda. 3) The theory that claims that "#M23 ARE RWANDANS" (not Congolese), as Vogel argues in his paper "Non, le conflit en RDC n’est pas qu’une histoire de 'minerais de sang'", published in Jeune Afrique (February 2025). ➡️This theory promotes the idea that #M23 have invaded Congo. It denies their fundamental right to live in their country. It also presents the Congolese Tutsi as "foreign" to Congo. This ideology has pushed a million Congolese Tutsi to exile in Uganda, Rwanda, Burundi, and around the world. They have been victim of ethnic cleansing in eastern Congo for over the last 30 years. 4) The theory of "RWANDAN AGRESSION" and "VIOLATION OF CONGO'S TERRITORIAL INTEGRITY". While Christoph Vogel in his paper "debunks" the theory that he has been previously promoting, i.e., that Rwanda loots "blood minerals" in Congo, he now argues that #M23, which he considers to be a "Rwandan rebel group", is in Congo for financial gain through its "occupation". ➡️ Vogel's contributions, like the ones of Stearns, thus manipulate, exploit & politicize anti-Tutsi xenophobia, and therefore cannot be credible sources on the conflict in DRC.
