Weather Radio Update! Since the last update, National Weather Service has upgraded 33 more sites to wireless (saving ~$114k/mo), bringing the total to ~750 upgraded sites. See below transmission from Newcastle, Wyoming. As of today, National Weather Service has finished producing networking kits for all LTE-compatible sites. The National Weather Service National Weather Service is collaborating with DOGE to modernize its nationwide Weather Radio system. Of their 1033 transmitter sites, ~380 still rely on copper lines from the 1960s. These lines are expensive ($17M/yr) and faulty. For example, Los Angeles’ T1 line goes down twice each year for 2-14 days. Last week, the team flew out to upgrade from copper to wireless.

The Department of Education has terminated 18 grants for $226mm to Comprehensive Centers, which provided consulting services with a large focus on DEI. One Center application stated: “Embedding DEI reviews across all deliverables and materials ensures it is not a one-off task specific activity.” A 2019 study (which itself cost $8mm) was “not able to measure the causal impact of the centers’ work”. Update on the mine! OPM has successfully executed the first ever fully digital retirement. The process took 2 days and more work is needed, but this is a great improvement from the current paper solution taking multiple months. Great job by the U.S. Office of Personnel Management team.

There is a pattern across all agencies where IT “modernization” contracts do not pay for outcomes/performance; instead, they pay for time. Therefore, the incentive is for contractors to “never finish,” resulting in incredible waste. As an example, IRS modernization started in 1990 to be delivered in 1996. Today, the work is not complete and the contractors say it’s still 5 years away. 29 years behind schedule and ~$15b over budget. Everyone loses, except the government contractors. This must change. This week, the IRS froze ~$1.5B in modernization contracts, none of which have any effect on tax filings. All of those contracts will then either be cancelled or the contract terms will be changed to pay-for-performance.
