For me 5 years of dealing with encroachments on state land, across Punjab and now Islamabad have revealed a consistent pattern. The original encroacher is rarely poor. Land is first illegally occupied by powerful actors, then rented out or used as holiday homes. Vulnerable people are later housed there without legal protection, while the real beneficiaries extract rent from a distance. This is precisely where satellite imagery, utility records, and data-led governance help dismantle entrenched land-grabbing networks.

Islamabad’s highways deserve the care worthy of a capital city! On GT Road Tarnol, green belts had been damaged & encroached by unregulated commercial activity. After weeks long effort by my enforcement teams and ICT Administration, the area is clear. Thankful to the traders as well who collaborated. Now work underway to restore the green cover.
