When Malam Nasir Nasir Ahmad El-Rufai was governor of Kaduna, he didn't need PR bots. He'd post his work on Twitter or Facebook, and Kaduna citizens would download the pictures and videos and share them worldwide, free of charge, because they believed in his work and leadership.
