So a bit of an interesting nitpick, since I'm not streaming playthrough so I'm playing in CN: What Muyu says here in CN is more like, "So take a bit of a guess. Is it that our Sentinel at that time DID/COULD not, or did she not WANT to?", with the last part especially having a kind of connotation that Hsin does not care or is regarding the people as insignificant. Usually in Chinese you would say this when you are making a casual, sorta low stakes decision, like "Would you like to get a drink? Or do you not want to?", so Muyu is kind of ironically being really casual with this speech to emphasise how little Hsin seems to care about humans, like this is all a foolish game to her. It's the same with how in EN, they say "What do you think?", while in CN its more like "Take a bit of a guess", like this is some little game.
