Before this bill takes effect, a person can be charged with first degree murder "when an individual knowingly engages in conduct with an attitude of universal malice manifesting extreme indifference to the value of human life generally that creates a grave risk of death to a person or persons, and which conduct causes the death of another person." This means no gas furnace, no gas water heater, no gas stove, no gas fireplace, etc. It’s a complete abuse of power and wholly illegitimate.
