I've had a theory rattling around in my mind these last few days. The idea that ordinary people are forced to tolerate viscerally repulsive corruption at the street level in order to inure them to corruption at the top. If I were someone like Banty, or involved in vulture funds/shadow banking etc I'd sleep a lot more soundly knowing that most people are so defeated they will bow their heads, avert their eyes and shut their mouths at such viscerally repulsive corruption in their face at the street level, knowing deep down the such activity can only be happening at such scale because at some level it must be authorised and even protected by the state. It's a litmus test for how marginalised people feel from having any say whatsoever in their society. In a way these street cartels are the front line for the criminal cartels in the halls of power and the people whispering on golf courses.
