KOKO, RISA VOTED 'NO' TO 2025 BUDGET BICAM REPORT Then-Senate Minority Leader Koko Pimentel and then-Senate Deputy Minority Leader Risa Hontiveros voted against the ratification of the Bicameral Conference Committee Report on the 2025 General Appropriations Bill (House Bill 10800) on December 16, 2024. In explaining her vote, Hontiveros warned that the bicam version of the budget "crippled essential services while expanding unprogrammed funds." She pointed out that the state subsidy for PhilHealth was reduced to zero despite the Universal Health Care Act and the Sin Tax Reform Act mandating such funding. The senator also flagged ₱37.59 billion in cuts from the Department of Health, a ₱50-billion reduction in the 4Ps program, and major slashes in education budgets—₱15.17 billion from the Department of Education and ₱11.77 billion from the Commission on Higher Education. She further raised concerns over the unexplained delisting of 41 foreign-assisted projects and the rejection of funding for Anti-Red Tape Authority regional offices. Hontiveros criticized the bicam for raising unprogrammed appropriations to ₱531.6 billion while slashing life-saving and future-oriented programs, calling the move "misplaced prioritization at the expense of Filipinos' health, welfare, and education."
