Umar (ra) famously held his governors to exceptionally high standards, dismissing them at the slightest hint of misconduct or incompetence, and even in response to complaints that proved unfounded. Yet Mu'āwiya (ra) was among the few governors Umar appointed and retained throughout his caliphate. In 17 AH, after his success in leading campaigns along the Syrian coast, Umar named Mu'awiya governor of Jordan. In 18 AH, following the death of his elder brother Yazīd (ra), Mu'āwiya succeeded him as governor of Damascus. Then after Uthmān (ra) became caliph in 24 AH, Palestine and Homs were added to Mu'āwiya's jurisdiction, bringing all of the Levant under his control. He ruled the Levant for 20 years as Emir, before ruling it for another 20 years as caliph. It all started with Umar (ra), which is another reason why the Shi'a hate him.

Al-Hajjaj's notorious khutba in Kufa in 694 CE followed a blueprint set decades earlier by Ziyad ibn Abihi in Basra. In 665 CE, Muʿawiya (ra) charged Ziyad with restoring order to a lawless Basra. His speech upon entering the city which threatened Basrans with harsh reprisals and collective punishment became known as al-Batrā, 'the Truncated Speech', since he omitted the customary opening praise of Allah and blessings upon the Prophet ﷺ. Ziyad would go on to transform Basra into one of the most stable Umayyad administrative centres, so effectively that Muʿawiya (ra) later made him governor of all Iraq and viceroy over the Empire's eastern territories.

Shi'i stunned after discovering that Abdullah ibn Ja'far, the nephew and stepson of Ali (ra), who fought Mu'awiya (ra) alongside his uncle at the battle of Siffīn, would go on to name one of his own sons Mu'awiya. He would probably get a heart attack if he knew that this same Mu'awiya, whose own brothers Muhammad and Awn were killed in Karbalā alongside their uncle al-Husayn (ra), named one of his own sons Yazīd .. But Saar Bani Umayya persecuted Bani Hashim Saar.
