What he did with getting that lady vaporized was aweful but from a strategy standpoint it makes sense. Jostica is clearly collecting bio markers ( blood, eye, Fingerprints) from each victim. She clearly would need either saliva or hair from this lady, to open or find whatever it is she's looking for. Vision body was still recovering & low on power. They weren't going to be able to actually physically defeat Jostica in a drawn out fight & other people around would be hurt. That woman unfortunately was a living Mcguffin. When you can't protect the mcguffin you just have to destroy it to keep it from the enemy. Having said that, yes of course Ultron is morally wrong and evil. Duh. I'm just talking strategy, not morals here.
