I have been reporting that local cadres are systematically filling voter registration cards using the names of individuals who never appeared to register, and, in some cases, people who do not even exist. According to multiple reports, officials have been instructed to register 1,500 voters per polling station regardless of whether eligible voters actually show up. The plan is then to cast ballots in those names on the eve of the election or on election day itself. The objective is clear: to manufacture the appearance of a massive voter turnout and counter opposition claims that large numbers of citizens have been unable to register because of the ongoing conflicts in Amhara and Oromia. Over the past weeks, I have posted evidence showing cadres filling out registration cards inside their offices. Here is further evidence: stacks of completed registration cards prepared in advance.

This is how the "election" was conducted in Ethiopia yesterday: a single ruling-party cadre casting votes on multiple ballots. First, voter registration cards were issued in the names of non-existent individuals, as shown in the picture. Then, ballots were collected, marked, and stuffed into the ballot box as shown on the video. This was not an election; it was a manufactured outcome disguised as one.

Acute fuel shortages are being reported across Ethiopia. Today, people in various towns across the Amhara region staged protests against the government. The fact that citizens dared to rally in an area ravaged by active civil war and effectively governed under martial law speaks to the depth of their grievances and determination. Many of the slogans denounced the planned election, with one of the most common reading: “We will not enthrone our killers in the name of an election.” A couple of takeaways: the Amhara region, the anti-government movement is not limited to so-called “fringe elements” engaged in armed struggle, as the government claims. Rather, it reflects a broader and deeper resentment among the general population. 2.The Fano insurgents’ call to reject the election appears to have significant popular support, making it increasingly impractical to conduct even a nominal or symbolic vote.

In Oromia, the front lines of the civil war are no longer confined to the remote areas of Wallaga and Guji, but have moved to East Shewa, a zone at the very center of both the region and the country. One of these videos shows the graduation of thousands of militia trained to fill the vacuum created by the departure of ENDF forces. The other video was recorded and posted by locals as ENDF gunships fired on rebel positions in Dugda Woreda this past week. Dugda is located about 60 km from Adama.

The impact of the security vacuum created by the departure of the Ethiopian National Defense Force (ENDF) continues to reverberate across Oromia. Two days ago, the Oromo Liberation Army (OLA) reportedly killed nearly 100 Oromia militia members in an attack on their training camp in Mulo, located about 55 km from Addis Ababa. The rebels briefly took control of the town with little resistance before eventually withdrawing, allegedly seizing weapons from police stations and militia offices.

Over the past few weeks, there have been notable developments in the ongoing civil war with potentially far-reaching consequences. Two in particular stand out: 1. Fano’s Attack in North Wollo �Fano’s attack on government security forces in North Wollo led to the disintegration of an ENDF division (the 102nd) in just two days of battle. This dramatic outcome was shocking not only because it highlighted Fano’s growing strength, but more importantly because it revealed the fragile state of the ENDF itself. How could a heavily armed division—deployed to face much stronger Tigrayan forces—collapse under attack from lightly armed, loosely coordinated Fano units? The regime’s cadres argue that the operation was planned and supported by Tigrayan and Eritrean forces. Even if we accept that claim, it does not explain OLA’s repeated success in capturing hundreds of ENDF soldiers in West and East Shewa, nor Fano’s similar gains in Gojjam. Alleged external support cannot sufficiently account for these rapid defeats and disintegrations. Instead, the evidence points to a deeper deterioration in the will and morale of the government’s fighting force. This is hardly a secret. For months, soldiers at the front have publicly lamented the war, questioned its purpose, complained about lack of supplies, and accused senior officials of living lavishly while troops are denied even basic necessities. Morale is collapsing, and many of the soldiers deployed are forcibly recruited and given only minimal, inadequate training. This better explains why ENDF soldiers often surrender en masse after brief clashes with rebels who are fewer in number and more lightly armed. 2. OLA’s new front in the East �The OLA has also achieved a breakthrough by opening a new front in Eastern Hararge in recent weeks. Previous attempts to establish a foothold there ended quickly, with operatives captured or killed. This time, however, they have secured strategic locations that once served as OLF strongholds in the 1980s. This move appears to reflect a strategic shift. Instead of confining operations to the more hospitable West and South, the OLA is repositioning forces and experienced commanders toward the Center and East, along key tributary roads leading to the capital. In the last six months, clashes between OLA and government forces have intensified across West, East, and North Shewa, East Arsi, West Hararge, and now East Hararge. Despite multiple government offensives, the OLA remains entrenched, roaming freely in rural areas beyond major towns and highways. If the OLA sustains and expands its operations in these regions, it could increasingly squeeze and choke the regime. Given the ENDF’s collapsing morale and the regime’s growing difficulty in recruiting new soldiers, the odds are on the OLA side. These latest developments in the armed conflict do not necessarily mean we are about to witness the end the contest between Abiy’s regime and rebel movements. However, they certainly herald a new phase that increasingly favors insurgents.
