We’re sanctioning Russia at speed and scale. Today’s measures, together with the upcoming 21st sanctions package, will add 250 individuals and entities to the Russia sanctions regime. This is our biggest round of individual designations since Moscow’s 2022 full-scale invasion, and includes also the EU’s largest-ever cyber sanctions package. The threat by the Houthis to international shipping in the Red Sea persists. Operation EUNAVFOR ASPIDES is protecting lives, trade and stability. But ships cannot secure sea lanes without reliable partners on shore, like Djibouti. Russia increased attacks on Ukrainian civilians again last night and carried out strikes that damaged a UNESCO World Heritage site in Kyiv. These are war crimes, and Russia will have to answer for them. In response, today we are adopting additional sanctions targeting Russia's military-industrial complex and its shadow fleet. Daily U-turns, whether the Strait of Hormuz is open or closed, are reckless. Transit through the Strait must remain free of charge. The EU has reached the political agreement to widen our sanctions regime to also target those responsible for breaches to freedom of navigation. None of us want to see a nuclear-armed Iran. We are in agreement with our regional partners that any durable settlement must address also other issues in addition to the nuclear one, including Iran's missile programme and its continued support to terrorist groups. The wider Middle East is stuck in a dangerous cycle of attacks, counterattacks, and fragile ceasefires. Iran’s strikes on commercial shipping violate international law and the Memorandum of Understanding. Our Gulf partners play a vital role in regional stability, and it was good to be joined by GCC representatives today. The EU seeks closer ties with the Gulf. Last night, the EU and Bahrain launched negotiations of new strategic partnership agreement. With the GCC partners, we discussed the latest development and how we can protect the freedom of navigation both in the Gulf, but also in the Red Sea. Iran’s security forces are responsible for mass killings. Today, we are imposing new sanctions on those directly responsible for the violent crackdown on protests that has killed thousands. I also expect that Foreign Ministers will take a political decision for the EU to designate Iran’s Revolutionary Guard as a terrorist organization.
