The breakdown of international law is evident in today’s two preeminent global crises — Russia’s war of aggression against Ukraine and the war in the Middle East. A new world is now in the making, characterised by competition and coercive power politics; a world order dominated by a handful of military powers who aim to establish spheres of influence. Daily U-turns, whether the Strait of Hormuz is open or closed, are reckless. Transit through the Strait must remain free of charge. The EU has reached the political agreement to widen our sanctions regime to also target those responsible for breaches to freedom of navigation. None of us want to see a nuclear-armed Iran. We are in agreement with our regional partners that any durable settlement must address also other issues in addition to the nuclear one, including Iran's missile programme and its continued support to terrorist groups. The grim battlefield math shows Russia is losing a record number of soldiers. For the first time in years, Moscow’s Victory parade is about to take place without any heavy military equipment. If Europe wants to be a geopolitical actor, we need to be more strategic in our external action. At today’s Development Council, we will discuss how Europe can better align aid, trade, security, and defence partnerships with both the development needs of our partners and our own strategic interests. Global Gateway investments must focus where they can have the greatest impact, and where countries align with our interests. If a partner country supports Russia or Iran, our engagement has to remain flexible so we can realign accordingly. My press remarks ↓

Tehran is now trying to export the war to as many countries as it can. Today, EU Foreign Ministers and our Gulf partners will discuss what we can do together to break the cycle of violence. Iran's attacks on Qatar’s energy infrastructure are deepening the chaos. The war in the Middle East needs an exit, not an escalation. This is equally important for Ukraine, as Russia stands to gain from the Iran war. Morocco is a close, reliable, and strategic partner for the European Union. It was a pleasure to meet with Foreign Minister Nasser Bourita in Rabat. The EU is Morocco’s largest trading partner and biggest foreign investor. This foundation of our partnership is already very solid. Of all the horrors inflicted by Russia’s war, the abduction of Ukrainian children is one of its worst. Stealing children is a calculated Russian attack on Ukraine’s future. Bringing them home is a priority. We support this with funding, aid and sanctions. The EU today imposed new sanctions on individuals and entities in Russia for the systematic unlawful deportation of Ukrainian children. The European Union and Mexico are partners who can rely on each other. Together with Roberto Velasco Álvarez, we held today our first-ever Strategic Dialogue. Tomorrow, we will deliver an updated Global Agreement and the interim trade agreement. These are the result of many years of negotiations. They will remove most remaining barriers to trade and investment, including in strategic sectors such as raw materials, agriculture, and services. My press remarks in Mexico City ↓

Tehran’s strategy is to sow chaos and set the region on fire. By indiscriminately attacking its neighbours, the regime is making a strong case for its own demise. The dream scenario would be a democratic Iran that poses no threat to its neighbours. But this outcome is far from certain. Right now, no one can predict which direction Iran will take.
