There has been significant media interest in understanding why Rwanda is in Congo, why it supports the AFC/M23 militia, and what its ultimate goal is. However, this line of questioning is problematic as it erases 30 years of history, during which both Rwanda and Uganda have played a devastating role in the Congo. Ending the war in the Congo requires justice. Justice will only be achieved when Rwanda and Uganda are held accountable for their crimes in the region, something that can only happen if their Western backers withdraw support. In the case of the United States, Secretary Rubio must enforce Section 105 of Public Law 109-456 by withholding military aid to Rwanda due to its backing of the AFC/M23 alliance. I screamed when I got the news!!!! Rwandan General and Criminal without borders FINALLY has been sanctioned for being one of the direct commanders of the Rwandan proxy M23! I still remember how he came into Kinshasa in 1997 as a Congolese and today he is a Rwandan citizen. We are getting closer and closer to justice! James Kabarebe… your days are numbered!!!!! Read the Treasury Department notice “James Kabarebe (Kabarebe) is a former RDF general and the current Minister of State for Regional Integration in the Rwandan Ministry of Foreign Affairs. He is a central political and military figure and has played key roles in conflicts in the DRC over the past three decades. Kabarebe is a Rwandan government liaison to M23 and orchestrates RDF support for the armed group. In addition, Kabarebe manages much of Rwanda and M23’s generation of revenue from the DRC’s mineral resources. He has coordinated the export of extracted minerals from mining sites in the DRC for eventual export from Rwanda. Kabarebe is being designated pursuant to E.O. 13413, as amended, for being responsible for or complicit in, or to have engaged in, directly or indirectly, actions or policies that threaten the peace, security, or stability of the DRC, in or in relation to the DRC.” #FreeCongo
