For years, he says, when children were taken into custody, he believed they were safe and would eventually be reunited with their families. But Burgard says the reality was far darker. “What we didn’t know back then is they were just getting rolled back into child trafficking.” Burgard and Lara Logan discuss DNA testing used during the Trump administration to verify claimed parent-child relationships and prevent children from being released to unrelated adults. Then came a major change. The ICE rapid-DNA pilot ended in September 2021.
