This is the Carnival PELELE, a tradition in Madrid and its surrounding towns, famously depicted in a costumbrista painting by Francisco de Goya. In the past, the pelele (a stuffed figure or effigy) had political and moral symbolism. It was dressed with clothes, wigs, and accessories to resemble and mock a criticized public figure of the time. During Carnival celebrations, people would toss the effigy into the air (a practice known as MANTEAR), beat it with sticks —sometimes even singing about how many blows to give— and occasionally hang it in the streets.
