City contracting is broken. If San Franciscans had any idea how many wasteful “feel-good” mandates have been piled into our city contracts over the decades — to make competitive bidding LESS competitive, and goods and services MORE expensive — they’d be as infuriated as I am. Make no mistake: this is the “waste” in “waste, fraud and abuse.” It’s a textbook example of “Everything Bagel” governance (described in Ezra Klein and Derek Thompson’s Abundance) that aspires to do far too much, and accomplishes far too little. It needs to be fixed. I’m grateful to Board President Rafael Mandelman for his leadership in taking this worthwhile effort on, and to Supervisor Bilal Mahmood 馬百樂 for joining with me as a co-sponsor. Thanks to Mayor Daniel Lurie 丹尼爾·羅偉 and SF Sheriff's Office for a RESET Pilot to address public drug use in SoMa. It will reduce from hours to 15 minutes the time San Francisco Police needs to arrest drug users, confiscate their drugs, and put them into custody. It’s time to make clear: the party is over.

Hearing from neighbors of a Post Street shelter overrun with illicit drug use was heartbreaking and infuriating. Thanks to Danny Sauter 李爾德 for highlighting the problems with 100% drug-tolerant sites — and why the progress we’re starting to make to impose accountability is necessary.
