When we established a no-encampment zone in this corner of San Jose, neighbors couldn’t understand why the city was able to keep the entire neighborhood clear — except for the most dangerous spot: along the railway. For months, hundreds of residents living in a mobile home park just beyond the fence still dealt with the impacts of unsheltered homelessness. Dogs barked at all hours, kids were jeered at and forced to stay indoors, and blight spread through the area. This community navigated layers of bureaucracy, worked through complicated jurisdictional boundaries, and demanded better. This week, my office partnered with Union Pacific to deliver it. It shouldn’t be this hard (or take this long!) to fix something like this. We need to take a hard look at the ways our systems put up unnecessary and frustrating barriers to action, and dismantle them. Because the bottom line is: people don’t care whose land it is. They want results — and we need to deliver them, faster. These new boulders will help keep the railway clear — for the safety of people still living unsheltered, and for the quality of life of the surrounding neighborhood. Thank you to UP for leaning in, and to the neighbors who advocated for better.

Back when I was taking a two hour bus ride to San José in high school, I used coins. When I took Caltrain from San José to San Francisco, I waited in line for a ticket. Today, I hopped on a VTA light rail in Downtown San José, just tapped my credit card and was taken directly to Levi's® Stadium in 20 minutes. Clipper 2.0 ironically means no clipper card required — just in time for the big games in 2026! Residents and visitors can use their credit cards, even their apple wallet, to get on all Bay Area transit systems. We have very different ideas on how to do that, but I think that’s the sign of a healthy democracy: the ability to disagree civilly, debate thoughtfully, and grapple with the fact that what we’ve been doing isn’t working — even, and perhaps most importantly, when you come from the same political party. I love New York, but I’m happy to be on a flight home right now — because California, we have a whole lot of work to do.

If just saying “yes” were enough, we wouldn’t have a housing crisis in California. In San Jose, we made “yes” mean something. We cut fees and unlocked thousands of homes. Now we need to do the same in Sacramento — cut fees, lower the cost of capital, speed up permitting, and streamline regulation so saying “yes” actually results in more housing.

Our downtowns are places people live and work — but too often, they aren’t safe or clean enough for people to do either. The folks in the city I lead, and in the cities I’ve been coming to visit, aren’t asking for much. I often hear the same thing – a small business owner is losing customers because they have someone sleeping next to their front door each night. A family can’t go to the neighborhood park because someone is doing drugs on the playground. An event producer can’t sell tickets because people are scared to walk the streets at night. Making progress on these basic issues of homelessness and crime allows small businesses to thrive and the economy to respond. We’ve done that in San Jose, and as Governor, I’ll make sure Downtown LA and city centers across our state see the same results.

They have every right to be frustrated by the slow pace of recovery. As Governor, I will appoint a dedicated Recovery Czar to cut through bureaucracy, confront the statewide insurance crisis by bringing insurers back to the table, and invest in innovative permitting and home-building strategies. We will not only build back better — we will build back faster.
