Context: On July 2, 2026 Vicente Jimenez requested a “Notice of Claim” form that city staff had already told him (the previous day and across multiple prior visits and dozens of calls) does not exist under Texas law for the purpose he sought. The circulating video begins after an extended conversation with Strategic Communications Director Stewart Doreen and does not show the start of the encounter. Jimenez remained seated in the public lobby, continued insisting on the non-existent form while recording, and (according to the preceding footage from the prior day) had already been directed to watch his language after insulting the city. Staff eventually called police when they viewed his persistent presence and behavior as disruptive to operations and other people waiting. Being deliberately persistent and provocative in seeking a document he had already been told was unavailable does not automatically justify the level of force used, but the fuller context shows the interaction was not a sudden, one-time calm request met with unprovoked aggression.
