Section 206 of the Constitution provides for civilian oversight of police and not operational direction by a minister. The Executive Members’ Ethics Act also prohibits executive members from improperly influencing investigations. Aministerr has oversight powers — not investigative control, not classification authority, and certainly not privileged access to ongoing operational intelligence. If a minister is being briefed in a manner that compromises independence, that is not oversight. That is interference. In a constitutional democracy, intelligence and investigative processes can not be politically curated. Oversight must never become control!
