Under article 212 of the Ugandan Constitution, the Uganda Police is mandated to protect life and property plus preserving law & order. The military drills at NUP headquarters in Kamwokya constitute a potential breach of public order & national security. Am so sure after this operation, there will be no more hooligans coming out to declare genocide acts against Ugandans!
