Scott Novak - 6.50 2. Alex Moore - 5.75 I cannot find an example this century where two crews account for such a high percentage of the leagues overall OFFENSIVE HOLDING penalties, nor have that high a per game avg over a four game sample size Statistically, its impossible this continues for much longer For the time being,whoever gets Novak or Moore assigned to games in upcoming weeks has their work cut out for them unless NFL Officiating gives them an ultimatum to ease up on these calls
