He said an agreement on further legal procedures was reached with the Alpha commander, but other SBU personnel then began detaining unarmed HUR troops and opened fire. Three HUR personnel were wounded. Video captures an argument followed by a shot and further gunfire, but does not establish who fired first. Kaplunov's lawyer gave a similar account, saying SBU personnel tried to pull several HUR troops into a vehicle after the sides were supposed to sign a protocol and leave. Parliament's national security committee has summoned acting SBU chief Poklad and HUR chief Ivashchenko to a closed meeting to explain the incident.
