RICHMOND, Va. — Richmond Police said a 31-year-old woman was fatally shot by an officer on May 7, 2026, after officers responded to reports of gunfire at an apartment complex on Midlothian Turnpike. According to Richmond Police Chief Rick Edwards, officers were dispatched at approximately 6:47 p.m. after a man called 911 reporting he heard a gunshot inside an apartment where Jazmin Wooten-Mitchell was located. During the call, people could reportedly be heard attempting to get her to open the door while the caller told dispatchers they believed she had been shot and they could not get inside. Police said a second 911 call was received while officers were en route, reporting that a woman was outside the apartment building firing a gun. When officers arrived, witnesses directed them toward an upstairs area of the complex as residents were seen running from the scene. Investigators said Wooten-Mitchell fired toward an apartment and in the direction of the stairwell as officers approached. One officer then discharged his weapon, striking her. Officers recovered a handgun near Wooten-Mitchell and attempted medical aid, but she was pronounced dead at the scene. No officers or residents were reported injured. Family members and local media identified Wooten-Mitchell as the mother of two children, including a 6-month-old son and a daughter who recently turned 11. El Paso PD Finds Use of Force Lawful in Resisting Arrest Incident On April 1, 2026, in Central El Paso, Texas, El Paso police officers executed an arrest warrant at a house in the 600 block of East Rio Grande Avenue for 28-year-old Kelcee Renee Hufford. She faced charges of assault causing bodily injury involving family violence, stemming from a dispute with her roommate over rent on March 31. A cellphone video recorded by Hufford’s mother, which went viral on social media around April 3, showed a chaotic scene inside the home. Officers attempted to handcuff Hufford as she resisted. One officer delivered a closed-fist punch to her face while she was pinned down. Hufford continued struggling before officers subdued and arrested her. She was booked into the El Paso County Detention Facility on family violence/assault and resisting arrest charges with bonds set at $3,000 and $1,000, respectively. Hufford was released the same day on a personal recognizance bond. The El Paso Police Department initially acknowledged the video in a statement, noting that force was used during the apprehension and that the Internal Affairs Division would review the incident per policy. On April 10, 2026, Chief Peter Pacillas held a press conference at police headquarters in Central El Paso. He stated that Internal Affairs and a Use of Force Discipline Review Board (six officers and six civilians) investigated and determined the officers’ actions, including the punch, were within department policy and the law. Chief Pacillas supported his officers, saying the punch constituted a justified use of force against active resistance during a violent offense warrant. “The officer acted within the law and policy... that’s what I expect my officers to do,” he added, emphasizing that resistance turns the encounter into a fight regardless of the suspect’s gender or size. #ElPasoPD #ElPasoArrest #CentralElPaso #UseOfForce #ViralArrestVideo #ChiefPacillas #FamilyViolence #ResistingArrest #ElPasoPolice #police #cops #crime #policia #polizei
